CARMEL VALLEY MANOR, Monterey County — October 28, 2026. A proposed expansion of the Carmel Valley Manor senior living community would change the site’s housing, memory-care and recreational facilities. Monterey County circulated environmental documentation earlier this year for permit application PLN240141, which would allow construction of 19 residential units, eight guest units and a 12-bed memory-care facility together with changes to existing buildings and the grounds.

What is proposed?

The project’s Combined Development Permit application describes demolition of three residential units, seven existing guest units, a wood shop and three carports. The new construction would add nineteen residences and eight guest units, a new memory-care facility, an expansion of the fitness center of approximately 1,980 square feet, and an approximately 1,650-square-foot expansion of the meeting house. The memory-care facility is described in the state notice as approximately 10,110 square feet.

What about protected oak trees and steep slopes?

The county notice states that the applicant requests permits for development on slopes exceeding 25% and removal of approximately 61 protected oak trees. These are matters considered in the environmental process; the filing does not prove that all 61 trees have already been removed. Any mitigation measures and final conditions should be checked in the county’s eventual approvals.

Where is the project?

The project site is the existing senior-living community at 8545 Carmel Valley Road, Carmel, CA 93923, on approximately 24.76 acres near the Carmel River. It is an expansion and redesign of an existing campus, not a plan to create a new town or a promise that the proposed residences are available for occupancy now.

What is the current official status?

The California State Clearinghouse records a Mitigated Negative Declaration received March 2, 2026, with a public environmental-review period through April 1. The record documents the proposed project and review process; it does not by itself confirm final construction permits, a groundbreaking or an occupancy date. Before making assumptions about housing availability or completion, residents should consult newer Monterey County Planning decisions and the operator’s actual announcements.

How can neighbors examine the plans?

The official clearinghouse page includes environmental documents and comments from California Fish and Wildlife and the Department of Toxic Substances Control. The county lists associate planner Steve Mason, (831) 759-7375, for project questions. Official source: State Clearinghouse — Carmel Valley Manor project PLN240141. Last reviewed October 28, 2026.
